EOI: Rules Integrity Committee
About the Rules Integrity Committee
MotorSport New Zealand is establishing the Rules Integrity Committee (RIC) – a new governance body that will oversee the integrity, consistency, and quality of our regulatory framework.
The RIC replaces the existing Rules/Regulatory Committee and represents a deliberate shift in how we approach rules governance. Its first major piece of work will be providing governance oversight of the Rules Transformation Programme: a 36-month project to modernise and simplify our rules.
The RIC is a governance and oversight body – it is not responsible for drafting rules line by line. Its job is to ensure that every rule change is well-considered, properly assessed for risk and impact, and made for documented, defensible reasons. Maintaining that boundary between governance oversight and operational drafting is central to how the Committee will operate.
Roles we are recruiting for:
We are seeking expressions of interest for two types of members:
Risk / Compliance Specialist Member
We are looking for someone with a professional background in risk management, regulatory compliance, legal practice, or safety assurance. Your role will be to provide the Committee with structured assurance that proposed rule changes are properly assessed for legal, safety, and reputational risk – and to help embed a risk-based mindset into how we approach regulatory decisions. You don’t need to be a motorsport expert, but an understanding of or interest in the sport will help you apply your skills in context.
General Members (up to two positions)
We are looking for people who are grounded in the realities of motorsport event delivery and officiating, whether as officials, competitors, team representatives, or club members. Your role will be to ensure the Committee’s governance decisions are informed by practical, on-the-ground experience of how rules operate in the sport. We want people who can spot when a proposed change sounds good on paper but would create problems in practice.
What’s involved
These are voluntary roles. As a member of the Rules Integrity Committee you will:
- Attend fortnightly online meetings via Microsoft Teams.
- Read meeting papers and Regulatory Impact Assessments in advance and come prepared with considered views.
- Contribute to governance-level decisions about which sections of the rules are reviewed, in what order, and whether proposed changes meet the required standard.
- Help maintain the Official Interpretations Register, a register of formal regulatory positions for our Officials that replaces the informal precedents that currently undermine consistent decision-making.
- Report into the Chief Executive Officer through six-monthly Rules Governance health reports.
Already appointed to the Committee:
- Shayne Harris, Chief Steward (Chair)
- Adam Simmons, Chief Clerk of the Course
- MotorSport New Zealand Sporting Manager (non-voting secretariat)
A member of the Inquiry/Judicial Committee list will be appointed separately.
